1945, as a result of a large war, vagrants were overflowing in a decimated Japan. For the social welfare and the maintenance of public order, two policies were put in place. One: another city called New Tokyo would be built to replace the old one. Two: For those that were mentally impaired, ill, and had difficulties being independent, a special district was established.

2018. Fuuka, a high school girl who was raised in a middle class family in New Tokyo, receives a notice from the special district. To Fuuka who thought she would find happiness while living in Japan, it was a bolt out of the blue...
